In a week that has seen support for President Bush’s alternative climate change plan increase, the Netherlands has become the third country to formally ratify the Kyoto Protocol following a unanimous parliamentary vote. The agreement will see the nation reduce carbon dioxide emissions by 6% from 1990 levels by 2012. In order to take full legal effect, the treaty must be ratified by fifty-five states. The EU hopes to have all member states on board with the agreement by summer of 2002, before the Johannesburg World Summit on Sustainable Development. The Czech Republic and Romania are the other two nations to have currently ratified the protocol, however today’s general EU decision on the matter will see more member states ratify in the near future.
