  Cartridge refills could be blocked - FoE

The use of special chips that would prevent refilling of printer cartridges has been criticised by green group Friends of the Earth, which claims the government should move to stop the use of the technology.

Refilled printer cartridges, which are cheaper for consumers, prevent unnecessary landfill use by extending the life of the unit. Over 50m inkjet cartridges were used in 2000, and less than 2m of these were refilled or recycled. Despite this, manufacturers are increasingly moving to install the preventative chips in their cartridges.

The incoming Waste from Electrical and Electronic Equipment Directive (WEEE) states that equipment must not be designed to prevent reuse unless safety or environmental concerns occur, however current DTI regulations class printer cartridges as ‘consumables’, not ‘equipment’.

Friends of the Earth Resources Campaigner Claire Wilton said; "Re-filling cartridges is cheaper for consumers and better for the environment. The Government must support the re-use of printer cartridges by ensuring that they are covered by this new European waste directive. If it does not, this green industry will be wiped out."

A 55,000 signature petition was handed in to Downing Street this week by Phil Willis MP (Harrogate and Knaresborough) to support the refilling of printer cartridges.
